My iPhone has really bad water damage. Help?

I have an IPhone 4 and I completely submerged my IPod in the water of my pool. The water is Chlorine and I got out not that fast and put it in rice.I now have my phone and it will be only turned on after I plug it in but it won't charge also it shuts off in about 1 min and the screen will get a little bit dark enough to see the words still and shuts down. Also when I look at the wifi in the settings it won't let me click it and it saysNo Wifi. I can get to the settings fast enough to click reset all content and settings but it gets stuck on the loading screen. HELP!
