iPhone 4 wallpaper problem

My homescreen and lockscreen wallpaper is stuck on a picture that used to be on my phone and I cannot change it using any method, including putting user background as top priority on winterboard to disabling winterboard all together. How do I fix this? I'm running an [obviously] jailbroken iPhone 4 on iOS 4.1. Thanks in advance!

iOS 7 Wallpaper and iPhone 4 problem
location:

Hi,
I`ve recently upgraded my iPhone 4 to the iOS 7 Beta 2 firmware, now I have downloaded a 640x960 image for my lock-screen and the same image for my main wallpaper and this is the result : -
IMG_2512.PNG IMG_2513.PNG
My question is, why does the main wallpaper not go full-screen as the lock-screen if you seen what I mean? There appears to be a shaded blue area at the bottom of the screen which is not visible on the lock-screen.
Any help would be appreciated.
