iPhone 4 screen fading out, white ring around edges

Hoping someone can give me some insight on this. My iPhone 4 started acting wonky a couple of days ago. While using it, the screen would suddenly have a bunch of white lines and the screen would slowly fade out to completely white. The power button didn't bring it back on. When I tried a hard reset, it would reboot to the apple logo (normal looking screen with apple logo), but then freeze/get stuck in a reboot loop.
The only thing that worked was restoring it. I was able to do this using someone else's computer, as I'm on vacation at the moment. It worked for a little bit, and then I started getting black screen blank outs instead of white. Sometimes hard resets worked to bring it back, sometimes I had to restore.
The second day, the screen fade outs continued despite multiple restores, and just now it happened again, except this time the screen now has a white ring around the edges. Even when rebooting/restoring, the full screen is no longer black. It's h
