iphone 4 or ipod touch 4?

First off I'm looking to replace my first gen ipod touch that was recently stolen. I had never really considered iphone before because I expected the plan to be ridiculously expensive... which I suppose it is, but interestingly enough could end up being less than what I pay for a normal verizon plan (non-smartphone).
I had already planned on replacing verizon with Virgin Mobile, probably the 25$/mo unlimited plan. I figured that, or pay as you go, with a $10 phone would likely be sufficient. I'm heading up to Penn State this Fall, and although the Sprint Network is pretty bad around PA, I figured it'd be good enough for my needs (and budget).
I was looking into the plan for the iphone, however, and noticed that I could get 200mb/mo 3G + access to ATT Wifi Hotspots for 55$/mo. Penn State is a paid ATT hotspot, and while I wouldn't normally consider paying 20$/mo (the normal cost of ATT WIFI Plus) to get campus-wide wifi, but if it came bundled with a cell phone

New iPod touch or iPhone 4?

I plan on getting a new ipod touch 8gb. Considering the similar cost between the touch 8gb & the iphone 16gb, are there any significant benefits/drawbacks -- other than the obvious: iphone is a phone and touch is not -- to buying the touch over the iphone ( or vice-versa )? I'm eligible for an upgrade with AT&T and I'm aware of the minimum $15 monthly data plan requirement for the iphone.

Although I am already making the decision between a MacBook Pro or Air (
https://discussions.apple.com/message/16662716#16662716) I am also making the decision between the iPod touch 4G and the iPhone 4. I plan to use it for just the usual stuff. Surfing the web, playing games, contacting people etc. I have been wanting a new phone for quite a while now, and I have also been wanting a new camcorder for even longer. I know the iPhone 4's nor the iPod touch 4G's camera are as good as some (such as the Samsung F40) but they will definitley be better than my current camcorder (I can't remember the model, all I know is that it is a Panasonic from about 2005 and it's model name begins with "NV-")
