iOS 7 to iOS 6.1.3 Downgrade?

alright, I have saved the iOS 6.1.3 blobs with iFaith, and I want to know if there is a program to stitch them to the ipsw so i can downgrade. I've searched around for a while but havent seen anything, so I wanted to know if anyone else has heard of anything.
also i am trying to do this with an ipad mini 1st gen,
and im using a windows 8.1 pc

why i can't downgrade my ipad from ios 7 to ios 6? i don't understand. if i paid for my ipad, it is supposed that i'll have to be able to do with it whatever i want to do. The problem is that the new ios makes my ipad2 slower. So, is this a strategy of apple to force me to upgrade my tablet? i am really disappointed because my workflow has been affected because of this situation.

Hy guys, i would LOVE to downgrade my IP4 that as now ios 7 to a more performant ios 6. In the past, i saved some shsh on my computer with TUmbrella and the other via Cydia. Now i saved all the shsh on my pc but when i try to creare a customize ipsw with iFaith i receive this error with all my ios 6 shsh:
I tried with my ios 5.1.1 and all went good, i create the new and customized ipsw but i still don't try this causa i hope that will be a chance to downgrade on ios6...
Please can someone help me with my problem? How can i do? It's possibile to downgrade to ios5 and then maybe upgrade to ios 6?
UPDATE:
i tried to use the last redsn0w tool and this one is triyng to create a custome ipsw accepting my 6.1.2 shsh, maybe it's ok lke this???

Hi all,
I'm new here and I hope this is in the right section and all. Well, hello!
But the reason I entered this community is because of my iPhone 4 that is now stuck in a DFU loop.
Here's what I had done.
1. It had been running iOS 6.0.1 perfectly, until I installed a bad tweak from Cydia and was stuck on the Apple logo. I had tried to do the volume up method to put it into Safe Mode for hours with no luck, just continually stuck on the apple.
2. I freaked and thought that my phone was bricked, so I thought that perhaps the only hope would be to restore and upgrade the device to iOS 7. Now, I hate iOS 7 mind you, but it would be better than a broken phone. I also was in a rush and didn't know yet to have saved the iOS 6 SHSH blobs. The device ran iOS 7 for about a week.
3. I then found two videos on how to downgrade iOS 7 to iOS 6 without your own SHSH blobs as a tether downgrade,
