IOS 7.0. No longer can close background apps! Draining battery!

I upgraded my 4S OS to iOS 7.0 this morning. Now I cannot close apps running in background by double clicking menu button, holding an icon down until it squiggles, and then closing all those I am not using. As a result, my battery has died twice. With iOS 7, background apps are visible, but despite pressure on icon, they never squiggle or allow closing! This is insane! Right now I have the phone plugged in because there are 20 apps running and I can't close them!Please help!
