Updating to iOS 7.1 from iOS 6.1.3 - Unable to download

I am attempting to update my aunt and uncles iPad to iOS 7.1 as they have never updated the software previously. The problem lies that I am receiving an "unable to download" immediately after pressing install the download. Is there a way to update from version 6.1.3 to version 7.1?
